During the 81st UNGA session in New York, Pakistan’s Finance Minister Muhammad Aurangzeb requested financial support from the US Export-Import (EXIM) Bank. The requested financing aims to facilitate the purchase of Boeing 787 Dreamliners for Pakistan International Airlines (PIA), upgrade domestic oil refineries, and advance the Reko Diq mining project.

Pakistan is actively seeking financial backing from the United States to modernize its national aviation fleet and upgrade critical industrial and energy sectors. On the third day of his visit to New York to attend the 81st Session of the United Nations General Assembly (UNGA) alongside the Prime Minister, Finance Minister Muhammad Aurangzeb engaged in high-level diplomatic and economic discussions. A primary focus of the visit was a strategic meeting with US Export-Import (EXIM) Bank Chair John Jovanovich to mobilize international financing for large-scale Pakistani infrastructure and aviation procurement.

What Are the Details of PIA’s Boeing 787 Procurement Plan?

During the bilateral meeting, Aurangzeb outlined Pakistan International Airlines’ (PIA) strong interest in acquiring Boeing aircraft, explicitly targeting the modern 787 Dreamliners. The finance minister sought support for a comprehensive financing package from the US EXIM Bank that would cover the new aircraft, engines, and potential pre-delivery payments. Both parties agreed to continue working on a broader cooperation framework while prioritizing these specific, high-value aviation transactions.

In addition to acquiring new planes, the Pakistani delegation emphasized the immediate operational need for aircraft spare parts. Aurangzeb raised the issue of securing necessary components to rehabilitate several grounded Boeing 777 aircraft, aiming to return them to active commercial service.

To further accelerate this aviation modernization, Aurangzeb held a separate meeting with Boeing Global President Dr. Brendan Nelson. The finance minister welcomed Boeing’s confirmation that a revised proposal for the acquisition of new aircraft will soon be shared with PIA. The discussions also explored practical options for securing earlier delivery slots and implementing interim leasing arrangements to support the airline’s immediate capacity requirements.

Seeking Capital for Refinery Upgrades and Reko Diq Mining

Beyond aviation, the finance minister utilized the engagements to highlight other critical areas requiring foreign capital and technical partnerships. The modernization of Pakistan’s domestic oil refineries was identified as a major potential area for US EXIM Bank support, which would help optimize local fuel production and reduce long-term import dependencies.

Aurangzeb also stressed the immense economic value of the Reko Diq copper-gold mining project located in Balochistan. He underscored the project’s central role in boosting Pakistan’s future export revenues and warned against the high economic costs of any further developmental delays. The finance minister formally welcomed the US EXIM Bank’s continued commitment to supporting the mining initiative.

Data & Key Takeaways: Strategic Engagements in New York

The series of meetings highlight Pakistan’s broader focus on advancing digital transformation, strengthening international economic cooperation, and securing tangible investments.
